Job Description:
We are seeking a dynamic and experienced Procurement Operations Program Manager to join our team in Ras Al Khaimah, specializing in the construction sector. The successful candidate will play a crucial role in managing and optimizing procurement operations, ensuring that all activities align with our strategic goals and adhere to industry best practices.
Key Responsibilities:
- Procurement Strategy Development: Develop and implement procurement strategies that align with the company's objectives, focusing on cost efficiency, quality assurance, and timely delivery of materials and services.
- Supplier Management: Identify, evaluate, and establish relationships with suppliers and subcontractors. Negotiate contracts and agreements to secure favorable terms while maintaining strong partnerships.
- Operational Oversight: Oversee day-to-day procurement operations, ensuring compliance with company policies and procedures. Monitor procurement processes to identify areas for improvement and implement best practices.
- Cross-Functional Collaboration: Collaborate closely with project managers, finance, and other departments to understand project requirements and ensure procurement aligns with project timelines and budgets.
- Market Analysis: Conduct market research and analysis to stay informed about industry trends, pricing, and new suppliers. Use this information to inform procurement decisions and strategies.
- Risk Management: Identify potential risks in the procurement process and develop mitigation strategies to minimize impact on project delivery and company operations.
- Performance Metrics: Establish and monitor key performance indicators (KPIs) for procurement activities. Prepare regular reports for senior management on procurement performance and opportunities for improvement.
- Team Leadership: Lead and mentor a team of procurement professionals, providing guidance and support to enhance their skills and performance. Foster a culture of continuous improvement and professional development.
- Compliance and Governance: Ensure compliance with relevant regulations, standards, and ethical practices in all procurement activities. Prepare for and participate in audits as necessary.
Qualifications:
- Bachelor’s degree in Supply Chain Management, Business Administration, Construction Management, or a related field.
- Minimum of 5 years of experience in procurement, with at least 3 years in the construction industry.
- Proven track record of managing procurement operations and supplier relationships.
- Strong negotiation skills and ability to develop contracts that meet organizational needs.
- Excellent analytical and problem-solving abilities.
- Proficient in procurement software and Microsoft Office Suite.
- Strong communication and interpersonal skills, with the ability to work collaboratively in a team environment.
- Knowledge of local and international procurement regulations and standards.
Preferred Qualifications:
- Professional certifications in procurement (e.g., CIPS, CPM) are a plus.
- Experience with construction project management software.
